President Donald Trump renewed his promise Monday night to send $5,000 to every adult American citizen if Republicans retain control of both the House and Senate in the Nov. 3 midterm elections.

Speaking at a campaign rally in Park City, Kansas, near Wichita, Trump called the proposed payment a “Trump dividend” and said recipients would have to spend the money in the United States.

“If Republicans win the House of Representatives and the U.S. Senate, I am going to give all adult citizens in the United States of America $5,000,” Trump told the crowd. Later in the speech, he added: “The only caveat on the $5,000 is that the Trump dividend, you must spend the money in the United States of America.”

Trump first announced the proposal at the Republican midterm convention in Dallas in September and repeated it in an Oct. 3 post on X. Monday’s remarks brought the pledge back into his closing campaign pitch two weeks before Election Day.

The payments are a campaign proposal, not an approved benefit. Sending $5,000 to roughly 240 million adult U.S. citizens would cost about $1.2 trillion, according to a Reuters analysis. Congress would have to approve the spending, and a Republican victory would not by itself guarantee that checks would go out.

Trump pointed to tariff revenue and investment in the U.S. economy as support for the plan, but has not provided a detailed funding mechanism or a payment schedule. No application process was announced.
