Ocean County Law Enforcement Honored for Response to 2022 Hate Crime Spree

Ocean County Prosecutor Bradley D. Billhimer was formally recognized by the Federal Bureau of Investigation on July 10, 2025, receiving the FBI Director’s Certificate during a meeting of the Ocean County Police Chiefs Association. The award was presented by Special Agent in Charge Stefanie Roddy of the Newark Field Office in recognition of the Ocean County Prosecutor’s Office’s contributions to the investigation and prosecution of Dion Marsh, whose violent actions in April 2022 shocked communities across Lakewood and Jackson.

Marsh carried out a string of hate-fueled attacks that included multiple carjackings and attempted murders, leaving several Orthodox Jewish residents injured. His actions prompted a coordinated response across local, county, and federal agencies, resulting in swift arrests and criminal charges.

In addition to Prosecutor Billhimer, the FBI also honored Ocean County Sheriff Michael Mastronardy, Jackson Township Police Chief Matthew Kunz, Manchester Township Police Chief Antonio Ellis, and Lakewood Township Police Chief Gregory Meyer. Each played a key role in the multijurisdictional effort to secure justice and protect the community from further harm.

The award ceremony acknowledged the tireless work and collaboration between law enforcement partners who remained focused on delivering justice in the face of targeted violence.
